About the Role

This position is your opportunity to to help public agencies in achieving their IT digitization strategy and roadmap. Key Responsibilities

You will be responsible for eliciting business needs and analysing business problems in order to scope, define and deploy digital solutions to address the needs of citizens, businesses and/or public officers. You will work with outsourced/co-sourced/insourced development teams to ensure delivery of defined digital solutions. You will advise stakeholders on best practices in use of digital technologies, and work with stakeholders in deploying the digital solutions.

You will be working on a range of tasks including the following:

  • Partner with business teams to elicit citizen/business needs through human-centric, visual methods such as service journeys and develop the appropriate business case
  • Work with fellow GovTechies and the business project teams to develop user stories, functional/technical specifications and acceptance criteria
  • Evaluate and recommend suitable technology while aligning with GovTech's technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG Tech Stack)
  • Identify and adopt the appropriate development methodology (e.g. Agile or Waterfall) in an Outsourced, Co-Sourced or In-house development environment
  • Plan/review/conduct testing and data conversion to ensure that specifications are met
  • Drive system or product readiness for smooth deployment, adoption and operations
  • Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations & Maintenance phase)

Qualifications:

  • Degree or Diploma in Computer Science, Information Systems, Information/ Infocomm Technology, Computer or Electronics Engineering or related discipline
  • Minimum 3 years of working experience for Consultant role and 5 years of working experience for Senior Consultant role
  • Participated in at least one full software or product development cycle, preferably using Agile Methodology
  • Proven experience in IT business analysis, application solutioning and design, and testing
  • Good understanding of customer/user experience, design thinking, user story mapping and digital product lifecycle management
  • Strong analytical, conceptualisation and problem-solving skills
  • Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders
  • A driven and motivated personality with an ability to learn and apply
  • Knowledge of, or experience in implementing projects in at least one of the following areas Data Analytics, Agile Methodologies, Internet and Mobile Technologies, Customer Relationship Management, Knowledge Management, Service Design, Cloud Solutioning.
  • Past development or consulting experience is preferred.
