Unable to See Content in SharePoint Designer

Details:

If an end user performs an out of place restore​ of a site collection, but cannot access the content in SharePoint Designer, he/she may receive the following error message: Server Error; additions to this website have been blocked.

To solve this issue, navigate to SharePoint Central Admin and check the Site Collection Quotas and Lock to ensure the lock status for the site collection is set to Not Locked.
